Russia Adopts ‘Wait and See’ Nuclear Policy for One Year

Russia has officially adopted a “wait and see” nuclear policy for the next year, with President Vladimir Putin announcing a temporary adherence to the expired New START limits. This strategic pause is designed to give Moscow time to evaluate the actions and intentions of the United States.

Putin described the move as a prudent measure in an uncertain world. He stated that maintaining the cap of 1,550 deployed warheads was a justified way to ensure stability while observing how the post-treaty landscape develops.

The “wait and see” approach is contingent on what Moscow observes. Putin made it clear that Russia’s restraint is not guaranteed. Its continuation depends on the U.S. acting “in a similar manner” and not using this period to seek a unilateral advantage.

During this observation period, Russia is also signaling an openness to dialogue. Putin suggested that if the U.S. also adopts a posture of restraint, it could create the right conditions for resuming a “substantive strategic dialogue” on security issues.

This one-year policy provides Russia with maximum flexibility. It allows the Kremlin to appear responsible while reserving the right to pivot dramatically based on its “analysis of the situation,” particularly its assessment of the American strategic posture.
